What these tools do not tell you

Both tools answer a technical question: can a request from inside China complete, and how long does it take. Neither answers the regulatory one, and the two get confused constantly.

A site can be perfectly reachable and still have no legal basis to be served from inside mainland China. Anything actually delivered from the mainland requires an ICP filing — triggered by server location, requiring a mainland legal entity, and bound to the access provider rather than only to the domain.

The two questions meet at one point. Removing the cross-border round trip means serving from inside the mainland, and that is the event that triggers the filing. A Hong Kong or Singapore node is exempt for exactly the reason it cannot close the gap — it never enters China. So the arrangement that avoids the filing has, by construction, kept the latency.
