Short answerYouTube and Vimeo are not reachable in mainland China, so any page embedding them shows a blank frame — and because players are typically loaded early, a blocked embed can hold up the rest of the page too. The three routes are: re-host the files on mainland infrastructure, move to a Chinese platform such as Youku or Tencent Video, or have the existing embeds rewritten through in-country delivery so the player and the media resolve locally. Whichever route, video served from inside mainland China falls under the same ICP filing as the rest of the site — and note the filing follows delivery, not just hosting.

Why embedded video is usually the first thing to break

Fact	Primary source
The filing requirement follows delivery, not only hosting: it applies "whether the site is hosted on a server in Mainland China or delivered to visitors in China through a CDN."	Cloudflare — China Network: Internet Content Provider (ICP)
In-country delivery — the only arrangement that removes the cross-border round trip — carries the regulatory gate with it: "ICP filing applies only to servers located in the Chinese mainland", and the filing binds to the access provider, not only the domain. Frequently Asked Questions

Does YouTube work in China?

No. YouTube is not reachable in mainland China, so embeds render as a blank frame. Vimeo is likewise unreliable. This is one of the most visible failures on a corporate site because a missing hero video looks broken rather than slow.

Do we have to move to Youku or Tencent Video?

Not necessarily. Moving platforms means a second media library and a second publishing workflow for the China market. Re-hosting the same files on mainland infrastructure, or rewriting the existing embeds through in-country delivery, keeps one source of truth — which usually matters more to a marketing team than the player brand.

Does video need its own compliance treatment?

Serving it from inside China puts it under the same ICP filing as the rest of the site. Separately, video is content, so content review applies — worth raising early if your library is large or covers regulated subject matter.
